UN envoy secures renewed Yemen prisoner exchange pledges

UN Special Envoy for Yemen Hans Grundberg said Saturday that Yemen’s internationally recognized government and the Houthi group have renewed commitments to implement a delayed prisoner exchange agreement. The pledge follows the postponement of a planned swap that would have freed more than 1,600 conflict-related detainees, with Grundberg pressing both sides to resolve outstanding technical and operational obstacles before a new implementation date is finalized by the UN-brokered mechanism.

Speaking on the social media platform X, Grundberg stated that he received renewed assurances over the past 48 hours from both the Yemeni government and the Houthis regarding their readiness to fully implement the May 2026 agreement. He urged both parties to intensify efforts to complete the remaining technical arrangements as soon as possible, noting that they had “affirmed their commitment to doing so.”

Amman agreement details

The two sides signed the comprehensive exchange agreement on May 14 in the Jordanian capital, Amman, following three months of intensive negotiations facilitated by UN mediators. The deal provides for the release of approximately 1,700 detainees held by both parties, including seven Saudi nationals and 20 Sudanese members of the Saudi-led Arab coalition, marking the largest prisoner swap since Yemen’s conflict began over a decade ago.

Mutual blame for delay

The UN statement was issued a day after both the Yemeni government and the Houthis publicly announced the postponement of the exchange, which had been originally scheduled for Saturday. Each side has blamed the other for causing the delay, though specific details regarding the technical or logistical hurdles that prevented the swap from proceeding have not been publicly disclosed by either party.
