UNSMIL reveals Libyans’ priorities from structured dialogue survey

The United Nations Support Mission in Libya (UNSMIL) has released the results of its public opinion survey, “Have Your Say,” revealing broad public demands for greater accountability, stronger anti-corruption measures, credible national elections, the establishment of unified legitimate institutions, and an end to the influence of armed groups over public affairs.

UNSMIL said the survey was launched alongside the Structured Dialogue process and drew on online and telephone polling conducted between December 2025 and April 2026, as well as discussions led by young people through the Mission’s Youth Digital Platform.

UNSMIL said the public input helped inform the four tracks of the structured dialogue by providing citizens’ views on the political and institutional issues they consider priorities for resolving Libya’s crisis and strengthening stability.

According to the survey, 82 percent of respondents support barring individuals implicated in corruption and human rights violations from holding positions of authority, with accountability emerging as the participants’ top priority.

The findings also showed that 90 percent of respondents called for national elections, underscoring the continued public demand for a political process based on electoral legitimacy and unified institutions.

The survey further highlighted the concerns and aspirations of women and young people, as well as their vision for Libya’s future, as part of efforts to ensure the participation of different segments of society in discussions on the country’s next phase.

UNSMIL said the findings form part of its efforts to broaden citizen participation in the Structured Dialogue and gather public views on the political and institutional priorities that could help overcome Libya’s crisis and support long-term stability.
