US presidential adviser Massad Boulos said Washington is working to unify Libya’s fragmented institutions under a single authority, while also encouraging American oil companies to invest in the country.
In remarks to the Financial Times, Boulos said the US plan would be “complementary” to UN efforts aimed at holding parliamentary elections in Libya, as part of a political and economic vision intended to support stability.
He added that the proposal could form part of a package of short-term arrangements designed to pave the way for upcoming parliamentary and presidential elections.
According to sources cited by the newspaper, the proposed US plan envisions appointing Saddam Haftar as head of a presidential executive council while keeping Prime Minister Abdul Hamid Dbeibeh in his current position.
The Financial Times also quoted informed Italian sources as saying that Rome had been consulted on the proposal and had expressed preliminary support, although it believes implementation on the ground would be difficult and complex.
