In a decisive move to restore stability, President Bola Ahmed Tinubu has declared a state of emergency in Rivers State, citing escalating political tensions and security concerns.
Announced via the Nigerian Television Authority (NTA) on March 18, 2025, the declaration comes with the suspension of Governor Siminalayi Fubara, his deputy Ngozi Odu, and all members of the Rivers State House of Assembly.
To ensure smooth governance during this period, Vice Admiral Ibok-Ete Ekwe Ibas (Rtd.), former Chief of Naval Staff, has been appointed to oversee the state’s affairs. With this development, here’s what to expect as the emergency rule takes effect.
1. Vice Admiral Ibas takes charge of governance
With the governor and his deputy stepping aside, Vice Admiral Ibok-Ete Ibas (Rtd.) will lead the administration of the state in the interim. His vast experience in security and governance positions him well to restore order and ensure the continuity of essential government services. His leadership is expected to bring stability, especially in a state that plays a vital role in Nigeria’s economy.
2. A temporary pause on state legislative activities
The suspension of the Rivers State House of Assembly means that lawmaking and legislative oversight will be on hold for the duration of the emergency rule. This allows for swift decision-making as the federal government prioritizes restoring order. While the legislature’s absence will be felt, governance under Vice Admiral Ibas will focus on ensuring that essential state functions remain uninterrupted.
3. Strengthened security presence for stability
To maintain law and order, security agencies will intensify their presence across the state. This will include increased surveillance, strategic deployments of military and police forces, and reinforced security measures in key areas. These actions are not meant to disrupt daily life but to ensure peace, protect lives and property, and prevent any breakdown of law and order.

4. Continued economic and business activities
While the political transition unfolds, economic activities in Rivers State will continue. The federal government has assured businesses, investors, and residents that the state’s economy will not be disrupted. With Rivers being a critical hub for oil production and commerce, authorities will work to ensure that key sectors remain stable, and government operations run smoothly.
5. Legal and institutional processes will guide the transition
The state of emergency will follow constitutional provisions, with a clear framework on its duration and governance structure. The judiciary remains fully operational, and the National Assembly will oversee developments, ensuring that the transition process aligns with the rule of law. Nigerians can expect transparent communication from the federal government as it manages this phase.
The state of emergency in Rivers is a proactive step toward stabilising governance and preserving peace in one of Nigeria’s most strategic states. With Vice Admiral Ibas at the helm, the focus will be on restoring order, maintaining economic stability, and ensuring a smooth return to normal governance.
As the situation unfolds, Nigerians can expect a well-coordinated approach that prioritises security, governance, and the welfare of the people.
