Operational Updates
Refugee operation and emergency assistance:
• WFP provided food and nutrition assistance to 116,489 people, including 106,763 refugees and registered asylum seekers, 9,476 unregistered asylum seekers, and 250 Rwandan returnees. This included 247 MT of food commodities, and USD 879,312 of cash-based transfers, allowing eligible refugees to purchase food of their choice.
• Since November 2022, insecurity in eastern DRC has been displacing an increasing number of people due to armed violence in the area. By end-September 2023, over 12,000 asylum seekers had arrived in Rwanda from DRC, and all of them received food assistance in September 2023.
• From November, WFP will further reduce its cash rations to refugees and urgently needs USD 4 million in funding to avoid complete ration cuts for refugees and asylum seekers in Rwanda from December 2023.
• WFP and MINEMA conducted community sensitization on flood response and a verification exercise across Ngororero, Rubavu, Rutsiro, Karongi, Burera, and Nyabihu. The provision of cash assistance to 3,225 Rwandan households affected by floods and landslides will follow in October 2023.
Resilient Livelihoods:
• WFP, along with local government and NGO partners (Good Neighbors International and DUHAMIC-ADRI) conducted joint asset monitoring in Nyaruguru, Nyamagabe, Karongi, Rutsiro, and Kayonza. The aim was to assess the status and maintenance of assets created during the SMART project, with asset monitoring to continue until December 2023.
• WFP collaborated with Duhamic- ADRI to conduct a four-day training of trainers on the Gender Action Learning Systems (GALS) methodology. It equipped 21 participants from various organizations, all of which are actively involved in the implementation of the SMART project, with knowledge and skills to reflect on gender dynamics and relations that affect livelihoods and household economic decision-making. The participants will follow up with and capacitate fellow project participants using this knowledge.
School Feeding:
• WFP, together with the Ministry of Education and district authorities, has successfully transitioned 108 schools from WFP support to the National School Feeding Programme (NSFP). WFP will maintain technical assistance to the government at national and district levels, while continuing to provide nutritious meals to 28,000 students in 32 schools in three districts. This aims improve their health and nutrition, while also increasing school attendance.
