Energy Minister, Daryl Vaz, says the country must never again be put in a position where a license granted to a utility company places the Jamaican people at a disadvantage.
He was referring to the decision of the JPS to invoke the provision of their license which allows them to send estimated bills to customers.
The current JPS license was signed by former Energy Minister in the Simpson Miller administration, Phillip Paulwell.
Mr. Paulwell told the House in several respects the license was a replica of one signed by a previous JLP government.
Minister Vaz says JPS has already started issuing the estimated bills to customers.
He says while the JPS may be legally empowered to take the action they have, he urged the company to consider the moral implications of the decision.

He was addressing the House of Representatives on Tuesday.
And Opposition Spokesman on Energy, Phillip Paulwell, has accused the JPS of failing to properly plan for Hurricane Beryl.
Mr. Paulwell says the light and power company did a poor job in properly projecting the scope of work that needed to be done.
He’s warning JPS to take extra care as it restores power. He says customers have been experiencing challenges since their electricity was restored.
