Ghana’s Ministry of Communication and Digitsation has officially launched its National Artificial Intelligence Strategy (NAIS) for 2023-2033.

Spearheaded by the Ministry of Communications and Digitalisation, in collaboration with Smart Africa, GIZ FAIR Forward, and The Future Society, this ambitious strategy aims to harness AI for inclusive growth and establish Ghana as a trailblazer in AI leadership across Africa.
Digging Deeper
The NAIS envisions a transformed society by 2033, where AI enhances the capabilities of people, government, businesses, and systems, fostering inclusive social and economic development. By building upon existing digital policies and aligning key stakeholders, the strategy sets the stage for a robust AI ecosystem in Ghana.
A comprehensive diagnostic assessment of Ghana’s AI ecosystem highlights significant opportunities and challenges. To address these, the strategy is built around eight foundational pillars:
- Expanding AI Education: Annual skills gap assessments and an “AI Ready Ghana” program will enhance AI education and training.
- Empowering Youth for AI Jobs: Initiatives such as remote AI jobs, tax incentives for start-ups, and continuous training programs aim to prepare youth for the AI-driven job market.
- Deepening Digital Infrastructure: The strategy emphasizes reviewing digital policies, partnering with cloud providers, and incentivizing AI enterprises.
- Facilitating Data Access and Governance: Enforcing data governance policies and promoting ethical AI practices are crucial for a sustainable AI ecosystem.
- Coordinating a Robust AI Ecosystem: Building a vibrant AI community and establishing innovation hubs will foster collaboration and knowledge sharing.
- Accelerating AI Adoption: Investments in AI pilot projects and clear intellectual property laws will drive AI adoption across key sectors.
- Investing in Applied AI Research: Research initiatives in climate-smart agriculture and the creation of an NLP Centre of Excellence are among the key focuses.
- Promoting AI Adoption in the Public Sector: Enhancing access for AI start-ups in public procurement and training civil servants in AI will drive AI integration in public services.
The strategy underscores the importance of a Responsible AI Office, to be established within the first year, to lead and coordinate the implementation efforts. This office will ensure that AI development in Ghana is responsible, inclusive, and sustainable.
